This article examines Grotius’ lifelong support for Dutch expansion overseas. As noted in other publications of mine, Grotius cooperated closely with the directors of the Dutch East India Company (VOC) in the years 1604–1615. Right up to his arrest for high treason in August 1618, he contributed towards Dutch government discussions about the establishment of a West India Company (WIC). Three years of imprisonment at Loevestein Castle and, following his escape, long years of exile could not weaken his (...) dedication to the cause. His relatives in Holland, in particular his brother Willem de Groot and his brother-in-law Nicolaas van Reigersberch, kept him up-to-date on the fortunes of the VOC and WIC. His expertise on maritime affairs was in high demand. For example, Cardinal Richelieu invited him in November 1626 to become actively involved in the establishment of a French East India Company. As itinerant ideologue of empire, Grotius sought to further his own career and those of his nearest family members, without damaging the interests of the United Provinces. Through Willem de Groot and Nicolaas van Reigersberch, he provided informal advice on Dutch imperial policy to the VOC directors and government officials in The Hague. He was rewarded with the appointment of his brother and his second son, Pieter de Groot, as VOC lawyers (ordinaris advocaten) in 1639 and 1644, respectively. They served as his proxies in diplomatic disputes involving the VOC, the States General and the Portuguese ambassador in autumn 1644, when Pieter and Willem de Groot wrote a defense of VOC claims to the cinnamon-producing areas of Ceylon (modern-day Sri Lanka), liberally citing De Jure Belli ac Pacis. Grotius’ vision of empire hardly changed in the course of 40 years. In his view, the Dutch had gone to the Indies as merchants, not conquerors, and should regulate themselves according to natural law and the law of nations. Thus he contributed to the creation of two political orders, one for Europe and one for the Indies. European diplomatic relations counted for little beyond the Line. Purpose of the study is to determine factors influencing transaction costs on the sharing economy. The article examines the evolution of the fundamental concept of economic theory – transaction costs, under the influence of the expansion of sharing economy. The sharing economy appears to be the result of the further development of the consumption economy, since within the framework of this economic system, the quality of the services provided is improving. The scientific novelty lies in the clarification of the (...) mechanism of mutual development of both the sharing economy and transaction costs. As a result, the importance of the factor of massive use of the Internet and mobile devices by a huge number of people, as influencing the service provision market, was revealed. At the same time, there is no need to overcome various barriers, and entrepreneurs have the opportunity to sell not so much reductions in production costs, but rather a reduction in transaction costs. SummaryThe problem of conquests and territorial expansion, including their interpretation, evaluation, and legitimisation, has been crucial for European national historiographies. Consequently, attempts by the Holy Roman emperors, particularly of the Saxon and Hohenstaufen dynasties, to control Italy and Burgundy were hotly debated among nineteenth-century German historians, while Poland's union with Lithuania, and the annexation of the vast territories of the east which followed, was a central topic for Polish historians of the time. Modern historians of historiography in both (...) countries have carefully analysed these narratives, emphasising their ideological and political contexts, such as their involvement in the Grossdeutsch versus Kleindeutsch controversy and the controversy between the so-called Cracow and Warsaw historical schools. In this paper I propose a comparative analysis of these two discourses which dealt with analogical issues and, as I demonstrate, developed with a parallel dynamic. Such an analysis, I argue, allows an escape from the paradigm of national exceptionalism, and the discovery of what was typical or, perhaps, constitutive of the discourse on territorial expansion of the time, instead of focusing on the uniqueness of the national context. This analysis embraces the conceptualisation, argumentation, and rhetoric of those nineteenth-century German and Polish historians discussing the expansion of the medieval Holy Empire and early-modern Poland. Moreover, it locates their interpretations within an international context of a broader Western historiographical tradition, involving issues of domination, cultural transfer, and colonialism. Finally, it examines the parallel mechanism of searching for, advocating, and perpetuating the idea of uniqueness of national history. (shrink)

From the 1660s onwards, France tried to establish itself as a leading maritime and colonial power. The first French East India Company allowed a decisive penetration into the Indian Ocean, while the foundation of the Rochefort arsenal was the starting point of a great shipbuilding effort. The archives of the State Secretariat of the French Navy, ports, and learned societies, as well as printed scholarly literature, testify to an increasing mobilisation around the health of the “gens de mer.” Most of (...) the actors involved in this reflection, whether doctors or surgeons, naval officers or engineers, scholars or inventors, agreed in associating seamen's diseases with the poor air quality prevailing within ships. The environment of seafarers was thus definitely regarded as harmful. However, the atmosphere of a ship was also seen through the possibility to reshape it and reduce its dangerousness, with adapted behaviours, careful maintenance, or technical solutions. This was crucial to ensure the circulation of human beings and goods across the French overseas empire, but also to defend it from the threats associated with the major conflicts of the second half of the 18th century. This article highlights how environments regarded as “pathogenic” were conceived and reshaped during the second half of the early modern period in France, using the example of naval hygiene. It examines the strategies designed and implemented to combat the “noxious” air of French ships, in particular through the regulations introduced since the end of the 17th century, and considers how this issue has stimulated the search for technological solutions. Agricultural science played a prominent role in Nazi research policy. During the Second World War, German science commandeered research results and materials from occupied Europe. This process advanced individual careers. It also had a decided influence on research practice and problem choice, both during and after the war. This essay explores the significance of wartime developments for an understanding of Nazi policy and the history of agricultural research.

A radical critique of modernity crystallized in the German Bildungsburgertum at the end of the last century. A broad cross-section of this stratum equated "mass democracy" with anarchy, foresaw a future populated only by "atomized modern men," and disdained the "vulgarity" of industrial capitalism. The origin and expansion of the intense and persistent configuration of cultural values that constituted German Kulturpessimismus deserves exploratory theoretical examination. The sociology of knowledge analysis suggested here is based on a Weberian framework (...) that examines the cultural values indigenous to several sectors of the public sphere in pre-industrial and nineteenth century Germany and the particular dynamic of interaction between these values and those indigenous to the private sphere in early twentieth century Germany. Comparisons to the American public sphere and its relationship to the American private sphere are noted in order to isolate clearly the German situation. This case study offers an illustration of the manner in which heterogenous cultural values may persist over extended periods of time despite fundamental structural transformation. (shrink)

Over the last two decades there has been a growing interest in the transcendental dialectic of Critique of Pure Reason in Germany. Authors, however, often do not pay enough attention to the fact that Kant’s theory of reason (in the narrow sense) and the concept of ideas derived from it is not limited to this text. The purpose of this article is to compare and analyze the functionality of mind as a subjective ability developed by Kant and Fichte with the (...) Hegelian expansion of the mind to the idea of universal rationality. The relevance of such a comparison is connected with the need to demonstrate how the Hegelian paradigm of absolute rationality causes either the subsequent rejection of reason as a philosophical principle in the 19th and´20th centuries counter-discourse, or reduction of reason to the concept of pragmatic rationality. In the first part of this paper, the author intends to differentiate between at least 7 different types of ideas and their functions in Kant’s works. In the second part, he demonstrates how Fichte tries to systematize them beginning with reason, which at first creates an idea of itself. Special attention is paid to the way that Fichte categorizes them with the help of 5 spheres of action or 5 worldviews. The third and final part of the article discusses how Hegel goes beyond the frame of the transcendental philosophy of consciousness using different demands linked to the concepts of “reason” and “ideas”. Although these requirements are not found in Kant and Fichte, they entail a set of difficulties, which the author considers in conclusion. The author’s interpretation of the theory of ideas and their functions in Kant, Fichte and Hegel demonstrates the dynamic character of the theories of reason in classical German philosophy, as well as the relevance of the 7 types of ideas that retain their significance for philosophy of the 21st century. Целью данной статьи является сравнительный анализ разработанной Кантом и Фихте функциональности разума как субъективной способности с гегелевским расширением разума до идеи всеобщей разумности. Актуальность такого сравнения связана с необходимостью продемонстрировать то, каким образом гегелевская парадигма абсолютной разумности вызывает либо последующий отказ от разума как философского принципа в контрдискурсе XIX–XX вв., либо редукцию разума к понятию прагматической рациональности. В первой части данной статьи вводится различение по меньшей мере семи различных видов идей и связанных с ними функций в философии Канта. Во второй части демонстрируется попытка Фихте их систематизировать исходя из утверждения том, что разум должен сначала создать идею о самом себе. Проанализировано также предложенное Фихте распределение идей на пять сфер действенности или типов мировоззрения. В третьей, итоговой части статьи рассмотрен выход гегелевской мысли за рамки трансцендентальной философии сознания. Автор статьи связывает этот процесс с выдвижением не осуществимых в контексте философии Канта и Фихте требований к понятиям «разум» и «идея» и анализирует ряд сложностей, вызванных этими требованиями. Таким образом, интерпретация учения об идеях и их функциях у Канта, Фихте и Гегеля демонстрирует динамический характер теорий разума в классической немецкой философии и актуальность семи видов идей, которые сохраняют свое значение для философии XXI в. For much of the first millennium BC, the number of Greeks increased considerably, both in the Aegean core and in the expanding periphery of the Mediterranean and Black Sea regions. This paper is the first attempt to establish a coherent quantitative framework for the study of this process. In the first section, I argue that despite the lack of statistical data, it is possible to identify a plausible range of estimates of average long-term demographic growth rates in mainland Greece from (...) the Early Iron Age to the Classical period. Elaborating on this finding, the second section offers a comprehensive rebuttal of the notion of explosive population growth in parts of the eighth and seventh centuries BC. In the third section, I seek to determine the probable scale and demographic consequences of Greek settlement overseas. A brief preliminary look at the relationship between population growth and the quality of life concludes my survey. The resultant series of interlocking parametric models is meant to contextualize the demographic development of ancient Greece within the wider ambit of pre-modern demography, and to provide a conceptual template for future research in this area. In this thesis I investigate the notion of experience in German Idealist Philosophy. I focus on the exploration of an alternative to the transcendental model notion of experience through Schelling's insight into the notion of logogrif. The structural division of this project into two sections reflects the two theoretical standpoints of this project, namely the logic and the logogrif of experience. The first section - the logic of experience - explores the notion of experience provided in Kant's Critique of (...) Pure Reason, Critique of Judgement and Fichte's Science of Knowledge. I argue that Kant's fundamental question about the possibility of synthetic a priori judgements succeeds in thematising the aporia of cognitive experience but results in a subject-oriented, representational model which radically confines the notion of experience to the constitutive laws of the understanding or to the normative precepts of Reason. Experience is founded upon a sharp division between faith and knowledge, will and logic, desire and reflection, absolute and finitude. Fichte's endeavour to articulate a non-representational account of experience, does not succeed in extricating itself from the representational model, so long as experience is reduced to the ever-producing deeds of the self-positing ego. Despite the serious differences between Kant's and Fichte's notions of experience, both accounts, so long as they unfold from a transcendental standpoint, attempt to resolve experience into conceptual laws or determinations of the ego's absolute will. Experience is transformed into an object of the subject's cognitive or volitional faculties. The paradoxes of man's interaction with the world are intended to be accommodated either by the law-giving spontaneity of the understanding and the Architectonic of Pure Reason or by the overpowerful primordial act of the self-positing ego. This implies the conceptualisation of the self in terms of constant identity-through-time, or sheer self-determination. However, this conceptualisation remains at the normative or prescriptive level, which in turn is projected upon the world. The latter, though appears as the subject's property, essentially remains alien and opaque, confirming the radical limitations of the ego rather than its order-giving authority. Moreover, this notion of experience is ultimately founded upon a radical expulsion of the divine from the world, the de-spiritualisation of the sensual and the de-sensualisation of the spiritual, the sharp juxtaposition between absolute and finitude. This results in a self-defeating subjectivity, whose firm identity and rule-giving authority does not rescue it from its perennial unattainability to 'organise the conditioned' or 'conquer the unconditioned'. In Kant's and Fichte's thought, however, I detect elements that potentially transgress their transcendental account of experience. These are found in Kant's concept of spontaneity and free play between understanding and imagination, and Fichte's concept of productivity. I argue that these elements lose their potential dynamism, so long as they are absorbed by the transcendental demands for the solution of the aporias of logic. However, these elements point to the need for a radical re-conceptualisation of the notion of experience. This is provided by means of Schelling's logogriflic approach, which constitutes the theme of the second section. The second section - the logogrif of experience - attempts to articulate a different approach towards the notion of experience, through an exploration of Schelling's versatile and provocative thought. This section focuses on Schelling's original insight into the notion and act of logogrif, which opens the dialogue between logos and mythos, cosmic becoming and human soul, cosmic imagination and human reflection, faith and knowledge. This section attempts to illuminate Schelling's fascinating philosophical investigations and discoveries that have been rather overlooked, possibly, due to Hegel's overwhelming critique. This section, after a brief critical examination of the Identity Philosophy, attempts to elucidate Schelling's notion of experience through his middle works, Of Human Freedom, Ages of the World, The Deities of Samothrace, which are treated as a self-developing trilogy. Schelling re-addresses the aporias of logic not as part of Reason's self-interrogation but as part of the cosmic paradoxes and living experiences. In this way, Schelling resets the scene of the debate on the conditions of possibility for cognitive experience by putting on the stage the enigmas of the cosmos and life rather than the Tribunal of Reason. Logic itself is conceived as a potency in the cosmic becoming, and consequently can no longer attempt to establish the transcendental conditions for the possibility of cognitive experience. Cosmic becoming, in which man is an active part, is conceived as the process of the movement, the interaction, the transformations and transmutations of multiple potencies. These, far beyond any mechanical conceptualisation, appear as self-moving and yet interdependent, unknown yet familiar, inscrutable and yet manifest powers, describing the mystery of life itself. The latter is depicted as an ever-recurrent act of longing for self-expression as active unity. Experience is conceived as the lived process of a network of living potencies, which may not only resist rational powers but may also puzzle and seize them. In this context, reflection acquires a plastic dimension, as opposed to its rigidity in the representational model of experience. Reflection depicts cosmic longing's self-formation, whose man is part. This self-bending formation partially illuminates the nature of longing, and from this standpoint is the logic of the longing. However, this formation is movable, transmutable and mostly ineffable, and from this standpoint is the logic of a riddle: a logogrif. Logogrif is the transitive term that attempts to describe the transition of experience from its enacted phase to its allusive conceptual utterance, and in this sense the term itself participates in both phases, as both form of thought and form of life. The logogrific approach to experience in turn transposes us as from the realm of pure concepts to the realm of the mystery of life, from pure thought to acts of longing, from the Architectonic of Pure Reason to Cosmic Theurgy. The latter term attempts to grasp the paradox and dynamism of cosmic and non-cosmic becoming by means of multiple, vanishing and ever-recurring, transmutable potencies, or in Schelling's terms 'the magic of insoluble life'. Schelling's logogrific account consists in a powerful voice for the re-enchantment of the world, the introduction into the notion of experience of the imminence of the divine. This is not suggested in terms of the adoption of old religious doctrines but by means of the discovery and re-discovery of the theurgy of life, through the intensification of our artistic mood, the creative expansion of our deeds. This notion of experience allows for the reconsideration of the notion of the self, in terms of a dynamic, conflictual process between conscious and unconscious powers and the critical revaluation of the accounts of subjectivity which reduce it to the sphere of self-consciousness. The thesis concludes with the need for an investigation into the relation between logos and mythos, which only tangentially has been introduced by the present project. In this context it will be possible to re-appraise the potential that the logogrific approach opens for an alternative to both logical and traditional mythological patterns of thinking. (shrink)

ArgumentData collections are a hallmark of nineteenth-century administrative knowledge making, and they were by no means confined to Europe. All colonial empires transferred and translated these techniques of serialised and quantified information gathering to their dominions overseas. The colonial situation affected the encounters underlying vital statistics, enquête methods and land surveying. In this paper, two of those data collections will be investigated—a survey on land and a survey on indigenous law, both conducted around 1910 on the Micronesian island of (...) Pohnpei, which had fallen under German colonial influence a decade earlier. Strikingly, there are no enumerators or envoys of the state visiting the doorsteps of Pohnpei. To facilitate the data collection on homesteads, the whole population of the island was called upon to measure their respective plots of land themselves, without resorting to certified land surveyors. The preserved cadastral lists and spreadsheets testify to a rather peculiar contact between the colonizing administration and the colonized peoples. I argue that the production of data made encounters necessary, which are best observed though a methodological focus on data practices. I argue, furthermore, that the Pohnpeians were prompted during the surveys to define their homestead in new terms. This did not only entail new two-dimensional plots but also a new regime of private property. The change in the legal concept can be seen as a continuation of colonial violence by other means, given that it happened in the aftermath of the defeated Pohnpei Rebellion. The argument of the paper is, therefore, that data collection can have formative effects on society, and that measurement and quantified information are often, as Witold Kula argued, a scene of conflict. At its core, the installation of these metric regimes signified a change in patterns of justification, resource management and the unwritten constitution of the Pacific island. (shrink)

We examine the extent to which host country income inequality influences multinational enterprises’ (MNE) expansion strategy for foreign production investment, depending on their specific strategic objectives. Applying a transaction cost framework, we predict that national income inequality has an inverted U-shaped relationship with foreign production investment. As inequality increases, MNEs accrue lower transaction costs arising from interactions with various local actors, leading to higher probability of investment. As income inequality increases further, its effect on location attractiveness will become negative, (...) as its attraction effect is increasingly offset by additional monitoring, bargaining, and security costs owing to the more fractious nature of high inequality societies. In addition, we suggest that the impact of income inequality is contingent on investment objectives: The inverted U-shaped relationship is stronger for efficiency-seeking investment but weaker for market-seeking and competence-enhancing investments. We find substantial support for our hypotheses through an analysis of 27 years (1986-2012) of data on Japanese MNEs’ overseas production entries. (shrink)

In modern academic career systems there are a large number of entry positions, much smaller numbers of intermediate positions, and still fewer full professorships. We examine how this system has developed in Germany, the country where the modern academic system was introduced, tracing the historical development of academic positions since the early 19th century. We show both a differentiation and professionalization. At first, professorships and private lecturer positions were the only formal positions, but later, lower formal academic positions emerged. Over (...) the whole period, the share of higher academic positions steadily decreased. This differentiation process was closely connected to professionalization: remuneration through salaries was extended from professors to almost everyone working in the German academic system. We propose that the process of differentiation and professionalization was induced by the expansion and democratization of higher education. Finally, our study shows that the opportunities for PhDs to obtain salaried doctoral positions have increased since the 1950s. On the other hand, opportunities for PhDs to become a professor or obtain another tenured job have decreased since the 1980s due to a slowdown of higher education expansion. (shrink)

This paper examines the globalization process of German core export metalworking industries, to show how the globalization of national corporations has different effects on domestic economies. Contrary to the prevalent views on the globalization of production, this paper holds that the outcomes and patterns of globalization vary, due mainly to the politics of the main actors inside and outside corporations. This paper compares Germany’s negotiated globalization with U.S. employer unilateralism. In most U.S. corporations, employers decide how to globalize based (...) on the short-term perspective of shareholder value. By contrast, in Germany, main industrial actors—including employers, works councils, and trade unions—collectively negotiate how to globalize. In this conflict-laden process of collective negotiation, German actors have created a political compromise that combines the upgrading of domestic production with globalizing overseas, whereas Americans have failed to do so. Furthermore, this paper emphasizes that divergent patterns of globalization are not predetermined by national institutions. To the contrary, the successful outcomes in German globalization come mainly from actors’ proactive readjustments in their traditional model of industrial relations, creating new practices, such as active union involvement in company-level bargaining, and the democratic bottom-up process instead of the traditional top-down process of negotiation. During the last three decades, Europe has undergone numerous periods of economic and political instability. The process of European integration, once hailed as a beacon of a peaceful co-operation between many, if not all, European nations appears to be stagnating, giving rise to notoriously more frequent manifestations of xenophobic violence, nationalism and right-wing fundamentalism. This book evaluates the portrayal of the migrant Other in selected examples of contemporary French and German cinema from the period 1989-2020 in the context of (...) the ongoing debate about European identity and its socio-political significance. It focuses on the films of some of Europe's most prolific contemporary filmmakers, such as Michael Haneke, Claire Denis and Fatih Akin. It examines cinema's importance not only in reference to various theoretical evaluations of the concept of European identity, but also many notable events that have taken place in Europe in the last thirty years, such as the collapse of the 'Iron Curtain' in 1989, the historical expansion of the European Union in 2004, the migration 'crisis' of 2015, 'Brexit' and the war in Ukraine. RedekopScholarly interest in the emergence of a “public sphere” and “public opinion” in eighteenth-century Europe remains strong, and with good reason. The ideological construct of a modern public in Europe “was a characteristic product of the Enlightenment, and it marked one of the critical zones of intersection between Enlightenment discourse and a broad range of socio-economic and (...) institutional changes.” 1 Analysis of the emerging figure of “the public” helps illuminate the relationship between intellectual and material culture, between “Enlightenment” and society. The recognition of the constitutive nature of language and its role in the interplay between “meaning” and “experience” 2 lead one to take seriously terms like “the public” and “public opinion” as important links between linguistic and social domains. Text and context merge into one as social entities like “the public” become rhetorical ones, and vice-versa.Keith Baker, for example, resolves the contextual dimension of “public opinion” in France into the textual one, whereby it emerges as a “rhetorical figure” or “political invention” in the latter decades of the eighteenth century. 3 Others stay closer to the social domain, including the salons of Paris, to look for the emergence of the notion of rational public opinion. 4 Taken together, these are two sides of the same coin—an emerging sphere of “public” discourse carried on by “private” individuals, and a more private sphere in which public discursivity was nurtured. 5 [End Page 81]In this article I explore these themes in a German context, focusing on the writings of Thomas Abbt (1738–66) as an attempt to grapple with the exigencies of German social and intellectual life in a novel fashion. Making use of a variety of European sourc es, Abbt—an academic with broad interests—strove in On Dying for the Fatherland (1761), On Merit (1765), and in his contributions to the seminal journal Letters Concerning the Newest Literature to conceptualize and to create a sense of citizenship and the “common good” which cut across the various divisions of German society, uniting all orders into a greater and harmonious whole or Publikum (public). The written word was the primary vehicle available for this simultaneous mo vement of enlightenment and socio-political formation, and Abbt’s works represent an early attempt to inscribe a public sphere—to create a space in which it became possible for individuals to think, talk, and act in reference to a larger socio-political whole. While Prussian patriotism was behind his initial foray into the topic of the public sphere in On Dying for the Fatherland, Abbt’s On Merit reveals an expansion in perspective, and with it the emergence of “the public” as a moral and s ocio-political point of reference. There is a good degree of continuity, however, between the two works, concerned as they are with overcoming the basic German problem of a fragmented public sphere with enlightened arguments designed to lead readers to lo cate themselves and their well-being in an enlarged societal frame.While at least one commentator has argued that Abbt was seeking to write for the common German Volk, 6 his primary audience was clearly that of the middling and higher orders. 7 The general problem Abbt addressed, however, was that of reconciling Enlightenment and reform with the entire spectrum of German society. This entailed the exploration of new, informal, and inclusive terms and modes of address: an available term was “the public,” and the mode of address a writing style which transformed ancient forms of public oratory into text—the public speaker became, under modern circumstances, the public writer.It is in this sense that Abbt was original and influential. Johann Gottfried Herder, Friedrich Nicolai, Moses Mendelssohn, J. G. Prolegomena to Pure Logic (1900) is the definitive statement of Husserl’s early logic. But what does it say that logic is? I argue that Husserl in the Prolegomena thinks logic is its own discipline, namely the “doctrine of science” (Wissenschaftslehre), but has two conflicting ideas of what that is. One idea—expressed by the book’s general argument, and which I call Husserl’s Austrian Semanticism about logic—is that the Wissenschaftslehre is the positive science explaining what science is (which turns out just to (...) be the study of meaning) plus the dependent art that, applying the science, teaches us how to scientifically know. The other idea—expressed by the book’s opening chapter, and which I call Husserl’s German Idealism about logic—is that the Wissenschaftslehre is the purely reflective self-knowing of science, independent of science’s positive expansion. These two ideas are incompatible. Thus, the Prolegomena is ambivalent on what logic is. But since the ambivalence only deepens the significance of Husserl’s early logic, the ambivalence should be embraced. (shrink)

Introduction. In conservative political philoso- phy in Germany at the end of the 20th century, there developed two main approaches to social policy. The first one, paternalistic and corporat- ist approach continued the line that had been established in the 19th century and assumed the active participation of the state in regulating social support. The second, the market one, adopted American ideas of the second half of the 20th cen- tury and proposed limiting the scope of the welfare state in (...) order to save resources and avoid a nega- tive impact on the labor market. The purpose of the study is to analyze the argu- ments of the two directions of German conserva- tism at the end of the 20th century, their philo- sophical origin and their significance for politics. Methods. The article is based on the comparative historical approach, analysis of institutions and legal documents, and the hermeneutic method for studying the political, administrative and ideological context of the development of German conserva- tism at the end of the 20th century. Scientific novelty of the research. The article focuses on the intellectual heritage of German theorists, while the main attention of domestic and foreign researchers of conservative political philosophy of the late 20th century was attracted by American and British authors. Results. The key arguments of the paternalistic approach to social issues include pointing out the responsibility of elites for the well-being of the population and a strong state as a means of com- pensating for inequality in society. The arguments of the market approach are based on the appeal to the ideas of civic virtue and the protection of property as key forces that ensure social peace and well-being. Conclusions. In practice, the approach that offered the preservation and expansion of the welfare state prevailed, and favorable economic condi- tions, as well as institutional and ideological inertia, contributed to implementing solutions within the framework of this paradigm. But the ideas of the market approach have not lost their relevance, since the burden on the welfare state increases due to the aging of the population. (shrink)

Calls for the decolonization of knowledge have come to resound far beyond the walls (...) of institutes of higher education in recent years and are tied up with a much broader quest for social justice in various domains of social life. If to decolonize presupposes taking a stance in relation to the history and ongoing effects of colonialism in different societies across the globe, decolonizing the academic discipline of philosophy would first of all involve dragging it out of the safety of its conventional epistemic and institutional confines in order to face up to past and present realities usually considered to be tangential to its primary concerns and interests. In taking its cue from the historical entwinement of (modern Western) philosophy with colonial practices and experiences of colonization, Rolf Elberfeld's Decolonial Philosophizing: Toward Philosophical Responsibility and Critique in the Horizon of the European Expansion approaches this "negative history" (Negativgeschichte, p. 14) as belying the categorical separation between genesis and validity, which the author sees as being at the heart of the analytical tradition dominating academic philosophy in Germany and beyond (pp. 11, 19–20). For Elberfeld, philosophy in general has tended to "immunize" itself against its own entanglement (Verstrickung) with the historical reality of colonialism. In his view, a prevailing disavowal of the latter's relevance for philosophical practice has made it hard, if not impossible, to come to terms with phenomena of exclusion, discrimination, and marginalization in the history of philosophy and has prevented us from subjecting these "blind spots" to a thoroughly reflexive critique (pp. 11–18). As a result, the kind of justifiable anger expressed by Aimé Césaire in his Discourse on Colonialism (1950) when he writes that colonialism has effectively made European civilization "untenable" (quoted on p. 13) cannot be taken as seriously as it deserves, insofar as it is seen as merely being of "historical" (or worse: "anecdotal") instead of properly "philosophical" relevance. By contrast, in Elberfeld's view, the historical entanglement of philosophy and colonialism is not merely, to paraphrase Adorno, a shameful "splinter in our eye" with the [End Page 1] somewhat limited function of provoking moral outrage or a blanket condemnation of all things "Western" (see pp. 14, 40, 83), but can also serve as a "magnifying glass"1 allowing philosophers to come to a better understanding of the history of their own discipline and thus break new ground. He argues that it is only by taking Césaire's pronouncement seriously, that is to say, by first of all patiently listening to (pp. 12, 219, 221) and thinking through such indictments, that the (European-all-too-European?) project of the Enlightenment can be salvaged and carried further. For Elberfeld, "Enlightenment" (Aufklärung) must now both recognize and arise from within its historically entangled (verstrickungsgeschichtliche) nature. Instead of unilaterally declaring its independence from history, it must now become, as the delightful but quasi-untranslatable German expression goes, verstrickungsgeschichtliche Aufklärung (pp. 9, 17, 209–218). If, then, the project of "decolonial philosophizing" is more than mere virtue-signaling, this is because it allows us to "know better," that is to say, enhances our capacity for assuming "epistemic responsibility."2Despite the complexity and contentious nature of its subject matter, Rolf Elberfeld has succeeded in producing an eminently readable and highly nuanced book which can serve as a good introduction to some of the most important topics and problems relevant to what has been dubbed the "decolonial turn" in philosophy and the humanities more broadly speaking. In twelve relatively brief chapters, the reader is taken on a journey across several continents and cultures through a period roughly spanning the symbolic date of 1492—which the author, following Enrique Dussel, sees as marking the birth of "modernity" (pp. 25–26)—up to the present day. McCarthy has undertaken an enterprise of enormous scope and considerable interest. One of the virtues of his study is its cross-disciplinary approach. McCarthy has advanced degrees in philosophy and sociology and has done research and lectured extensively in Germany as a guest professor. His book is divided into four major parts. Part 1, “In the Shadow of Ancient Parnassos: The Coming of the Cosmic Night,” has two chapters: “Children of Oedipus and the Tragedy of Modernity: Karl Marx and Friedrich Nietzsche” (...) and “Ancient Economy and Classical Tragedy: Max Weber and Friedrich Nietzsche.” From the discussion of Nietzsche in these two chapters, one gets a clear impression of McCarthy’s scholarly style. There is no postmodern critical gimmickry nor wild free-associationism. His approach is solid, clear, and heavily researched. He is obviously conversant with the major figures who influenced Nietzsche and familiar, as well, with the work of the key interpreters of Nietzsche. In fact, at times, one wishes that there was not quite such a catalogue of references to other figures and influences. Consider the following passage: “Though trained in the neoclassicism of eighteenthand nineteenth-century authors such as Gottsched, Lessing, Klopstock, Wieland, Voss, A.W. Schlegel, Kleist, Goethe, and Schiller, Nietzsche makes a dramatic break with their perspectives in The Birth of Tragedy. Following upon Winckelmann’s view of the beauty, simplicity, and nobility of the Greek spirit, Lessing’s expansion of the structure of tragedy from Aristotle’s Poetics, Goethe’s views on catharsis and reconciliation in Greek tragedy, and Schiller’s adaptation of tragedy in his Kantian aesthetics, Nietzsche develops a theory of tragedy that also incorporates Schopenhauer’s profound existential resignation in the face of the meaninglessness of the world”. The idea of Mitteleuropa began to gain momentum in the German geopolitical science of the beginning of the twentieth century. German geopolitics, which became famous through the works of Karl Haushofer, had set out a geographical and political notion of Mitteleuropa that supported a political project based on German expansion. As such, Mitteleuropa developed as both a political and scientific concept, a project and a `reality'. With an analysis of the core elements defining the term Mitteleuropa (...) one can begin to appreciate the characteristics that differentiate it from other geographical concepts, as well as the features which some conservative authors have promoted following the geopolitical scientists. As a `geopolitical idea', Mitteleuropa can be shown to designate a way of understanding politics, nature and culture, or more specifically, their relationship. (shrink)

The expansion of extractive corporations’ overseas business operations has led to serious concerns regarding human rights–related impacts. As theseapprehensions grow, we see a countervailing rise in calls for government intervention and in levels of socially conscious shareholder advocacy. I focus on the latter as manifested in recent use of the shareholder proposal mechanism found in corporate law. Shareholder proposals, while under-theorized, provide a valuable lens through which to consider the argument that economic behaviour is embedded within social relations. (...) In doing so, I situate my analysis within Third World Approaches to International Law (TWAIL) scholarship. Elsewhere, I have supported the use of corporate law tools in advancing the international human rights enterprise and argued that investment activism can be an essential component of this advancement. This paper represents a reflexive pause. Using the case study of a recent proposal submitted to Goldcorp Inc., I seek to problematize the shareholder proposal as a human rights advocacy tool and to examine it as a site of contestation. The Reshaping of Phytogeographical Knowledge as the “Transition zone” Wallacea: An American Expansion Project in the Philippines, 1902–1928. This paper examines the development of a concept that to this day plays an important role in biogeography: the region Wallacea. Focussing on the work of the American tropical botanist Elmer D. Merrill in the Philippines, I argue that his research on the geographical movement and settlement of Philippine plants reflects a shift in the United States’ scientific and cultural understanding of (...) the Pacific area towards a notion of “American tropics”. While inventorying plants for the American administration from 1901 to 1923, the composition of Philippine flora prompted Merrill to question biogeographical regionalization in Wallace's Malay Archipelago. Not being able to situate the Philippine flora within “Asian” or “Australasian” biota, Merrill described the islands as an area of trans‐regional plant migration. Together with the paleontologist Roy E. Dickerson, he later conceptualized the region Wallacea as biogeographical “transition zone” between the Philippines and Australia. In addition to the scientific conceptualization, Wallacea constitutes a space between two biogeographical subregions, whose flora was considered as being part of both, but could not be unambiguously attributed to either of these regions. In this respect, the plants resembled the inhabitants of the United States’ insular overseas territories, who were legally defined neither as aliens nor as citizens. In this sense, Wallacea embodies epistemic as well as geopolitical boundaries, while its case also illustrates some of the ways in which colonial interests in the usability of plants found expression in botanical research during the early period of American overseas expansion. In this expansive and highly original two-volume work, Jim Behuniak reformulates John Dewey's late-period "Cultural turn" and proposes that its next logical step is an "intra-Cultural philosophy" that goes beyond what is commonly known as "comparative philosophy." Each volume models itself on this new approach and argues that early Chinese thought is poised to join forces with Dewey in meeting an urgent cultural need: namely, helping the Western tradition to correct its outdated Greek-medieval assumptions, especially where these result in pre-Darwinian (...) inferences about the world. Relying on the latest findings in Chinese philosophy, these volumes establish "specific philosophical relationships" between Dewey's ideas and early Chinese thought for this purpose, showing how together they can assist us in getting our thinking "back in gear" with the world as it is currently known through the biological, physical, and cognitive sciences. Volume Two: Dao and Culture builds upon Volume One: Dao and Nature to argue that "Chinese natural philosophy" is the proper hermeneutical context in which to understand early Confucian thought. It engages Dewey with themes generally associated with "Confucianism," including education, tradition, ethics, the family, human nature, and religiousness. The volume assesses Dewey's visit to China (1919-1921) as a multi-faceted "intra-Cultural" episode: one that includes not only what Dewey taught his Chinese audiences, but also what he learned from China and what overseas Chinese students learned in the United States. (...) Kingo Masuda's essay provides a brief history of art education policy and how a formal system of art education has been organized from the modern era to the present. Takuya Kaneda examines the foundation for the historical evolution of the major reform movements in Japanese art education. He focuses on the philosophies of three pioneers who guided the movements and sheds light on to the role that "freedom" has played in the context of aesthetic education. Their historical studies show how the modern Japanese educational system incorporated the Western notion of art education into its foundation. Western art educators have given Japanese art educators the impetus to modernize the theory and practice of art education.The attempt to go beyond the modern framework of arts and aesthetic education is discussed in some authors' essays. Yoko Hino examines a key educational term, "Creative Play (Zokei Asobi)," and points out the dilemma educators face working within the modern framework that divides subject matter completely from individuality. Yasuaki Okamoto, in his philosophical essay, discusses the change in the nature of self-understanding in theage of media expansion. Kinichi Fukumoto illustrates the essential structure of art education with the metaphor of Disneyland, and emphasizes art education as an incomplete, further evolving project. Motoki Nagamori discusses Rousseau's concept of nature as a foundation for modern theory and practice of art education and suggests an alternative concept that incorporates cultural, linguistic, and media aspects. Yoshimasa Kaneko's study shows how Japanese aesthetics and Johannes Itten (the founder of Ittenschule in Germany) had a significant philosophical influence on each other. Toshio Naoe's comparativestudy between Japanese and British educational systems highlights somecrucial differences and similarities and points out overarching themes across the two countries. Mitsuru Fujie compares and contrasts the different educational meanings of "play" between Japan and the United States, and articulates the nature of play in the context of Japanese art education. When Adolf Hitler (1889–1945) came to power in 1933, the new Nazi government focused the German health system on their priorities such as the creation of a racially homogeneous society and the preparation of war. One of the measures to bring nursing under their control was the foundation of a new sisterhood. In 1934, Erich Hilgenfeldt (1897–1945), the ambitious head of the National Socialist People’s Welfare Association (Nationalsozialistische Volkswohlfahrt), founded the National Socialist (NS) Sisterhood (Nationalsozialistische Schwesternschaft) to create an (...) elite group that would work for the goals of the National Socialist German Workers’ Party (Nationalsozialistische Deutsche Arbeiterpartei, NSDAP). Hilgenfeldt proclaimed community nursing as a priority for NS Sisterhood nurses. Catholic and Protestant sisters, who were traditionally dedicated to community nursing, were to be gradually replaced. However, other competing priorities, such as hospital service for the training of junior nurses and work in conquered regions, as well as the lack of NS nursing personnel, hampered the expansion of community nursing. The paper also addresses areas for future research: everyday activities of NS nurses, the service of NS Sisterhood nurses for NSDAP organisations such as the elite racist paramilitary force SS (Schutzstaffel, Protective Squadron), and involvement in their crimes have hardly been investigated as yet. Britain's pre-Victorian overseas expansion stimulated Roman comparisons. But imperial Rome was a warning as much as an inspiration to future empires, a harsh and uncomfortable model for Britain as a former Roman colony. Roman dignity was claimed for British monarchs and achievements by Dryden and others. But there were mixed feelings about identifying expanding Britain as a second Roman Empire. In the eighteenth century the British freedom-fighter Caractacus, defeated by the Romans, appealed far more to popular taste than (...) Virgil's Aeneas or the Emperor Augustus. Sustained unease about imperial Rome, going right back to Tacitus, anticipated the liberal critique of imperialism of some Victorian and Edwardian commentators. (shrink)

The question of how literary fiction is used for political and ideological propaganda involves both textual and contextual comparative analysis. Using recent discussions of the literary genre of prophecy, Mehtonen explores the case of a hitherto unexplored anonymous fictional publication from 1770, which became a literary sensation and was soon translated from German into Danish, Russian, Swedish, Finnish and Dutch. Mehtonen shows how this narrative – about the 106-year-old Swiss hermit Martin Zadeck, who presented on his deathbed in 1769 (...) a prophecy about the coming of a powerful united Northern Europe – was closely attached not only to emerging ideas of Europe and its transoceanic expansion after the Seven Years War (1756–1763), but also to topical trends in the utopian fiction of the nobility and military networks in the Northern European monarchies. Mehtonen concludes that the seemingly simple prophecy by Zadeck, often catalogued as »devotion literature«, in fact addressed multiple audiences and even clashing worldviews. The monarchic and colonialist ideas of the narrative appealed to royalist patriots; the legendary and mythological layers were immediately evident to readers familiar with the Rosicrucian and Hermetic underpinnings; the millenarian vision pleased the eschatological mindset of proponents of religious awakening movements; and, ultimately, the Zadecksche Gattung was food for enlightened critiques and philosophies concerning superstition. 本文通过对德国著名汉学家、翻译家卫礼贤的最后一部哲学论著《中国哲学导 论》(1929)的翻译和研究,整理归纳了卫礼贤对中国哲学的核心词“道”的五种不同译法, 深入剖析了他如何用“一词多译”的方法,对中国哲学史上不同文本、不同哲学家、不同时代 及不同思想维度中的“道”进行诠释。同时,本文以术语学(Terminologie)为研究方法,聚焦 于卫礼贤用来翻译“道”的几个德语哲学术语,并对这些词汇进行溯源。以此为切入点, 本文 分析了卫礼贤作为对中国哲学与德国哲学均有深刻理解的汉学家,有意识地从跨文化比较哲学 的角度出发,将“道”转换为德国哲学中与之相匹配的哲学概念,并将其介绍给德国思想界的 路径。重新审视卫礼贤对“道”的“一词多译”,在加强当今中外文化互鉴和中文著作外译方面 具有积极且重要的作用。[This contribution is based on the translation and study of the book Chinesische Philosophie: Eine Einführung (Chinese Philosophy: An Introduction, 1929). It is the last philosophy-related work by the famous German sinologist and translator Richard Wilhelm. The article provides a compilation, summary, and in-depth analysis concerning Wilhelm's handling of the translation of "Dao", the "Urwort" (Heidegger) of Chinese philosophy. The study provides insight into how Wilhelm has used a poly-perspective method (...) to interpret the word “Dao" by using five different translation terms in relation to divergent texts, various philosophers, and different periods in the history of Chinese philosophy. Some of the German philosophical terms that were applied in these translations are investigated by tracing their etymological origins and general semantics. Richard Wilhelm was a sinologist with a deep understanding of both Chinese and German philosophical traditions. He deliberately imparted the different philosophical meanings of "Dao" in a way that was compatible with the context of the contemporary German intellectual community. In parts, he presented this semantic field from the perspective of transcultural philosophy. We believe that a re-examination of Richard Wilhelm's variational approaches to translate the term "Dao" can provide important methodological inspirations for the translation of complex Chinese texts as well as concerning the improvement of mutual cultural understanding between Chinese and other cultures.]. This article applies Bakhtinian dialogism and the idea of centripetal and centrifugal forces in struggle to critical discourse studies to analyse how powerful and marginalised discourses are brought into competition in political language to justify paradigm changes. I analyse German chancellor Olaf Scholz’s Zeitenwende (‘watershed’) speech, which he gave as a response to the Russian invasion of Ukraine, announcing a radical armament programme and change in foreign policy, paradigm shifts that had previously been unthinkable in German politics. Based (...) on a qualitative analysis using the Appraisal Theory strategies Attitude and Engagement, I identify how Scholz aligns himself with particular powerful discourses, centring some and marginalising others, to construct an existential threat for Germany and a ‘watershed’ moment, a new situation which casts his policies of armament as without alternative. I use a dialogic approach to analyse how the speech responds to and anticipates past (already-spoken) and future (not-yet-spoken) discourses, to position itself both in terms of the immediate and the historical function of a policy statement. The paper demonstrates the strength of Bakhtinian analysis of how utterances are shaped by past and envisaged future uses of particular discourses and of dialogically contractive and expansive strategies in critical discourse studies. Visualization in 19th-century German geography: Robert Schlagintweit and Hans Meyer as examples. – Visual representations of nature formed an essential part of 19th-century earth sciences. In particular, colonial photography – as a visual source, and as an instrument of the construction of national identities – serves essential research interests of current history and social sciences. The present paper is a case study on the role and function of photography in German geography of the 19th and early 20th centuries. (...) It focuses on the work of the Munich geographer Robert Schlagintweit and the Leipzig colonial geographer Hans Meyer ; the early history of photography in India and the function of images in the geographical exploration of overseas territories are discussed. Although there is nearly half a century between the work of R. Schlagintweit and H. Meyer, their photography shows remarkable parallels. The ideas of both on the practice of visualization are rooted in pedagogic and didactic concepts as well as in popular science. For both geographers photography was essentially a technical help, which often needed graphic revisions. And they both preferred photography to depict people and buildings . Concerning the more comprehensive question of how far their photography transmitted a specific German ‘image of abroad’, it is indicated that such a specific image should have its essential roots in a peculiar visual culture of German earth sciences in the first half of the 19th century. Thus the paper offers a starting point for further studies discussing the change from a ‘Biedermeier image’ of foreign cultures to a more ‘colonial’ one in 19th-century German geography. (shrink)

The aim of this method assessment process was to decide whether NIPT should become a publicly funded procedure of routine prenatal care. The G‑BA decided in favor of NIPT, making the implementation of NIPT very likely, provided that other healthcare and political institutions also agree. This development could be interpreted as empowering from the perspective of (...) reproductive autonomy, since NIPT allows pregnant women to obtain valuable information on the health of the fetus in a fast and easy manner and without the risks of invasive methods. However, the routinization of NIPT also implies ethical challenges. Will the routinization lead to a normalization of prenatal quality control? Will it lead to an expansion to women outside the high-risk group? What would be the ethical implications of such a development? How should physicians, geneticists, and patients deal with the increased amount of obtainable information? What are the implications for choice and decision-making in the prenatal care context? In this paper, we analyze the ethical aspects of the routinization of NIPT, focusing on information and the counseling process, the burden of choice, and the threats to reproductive autonomy by societal interests linked to NIPT. This essay examines the sanitary policies for the protection of overseas communities that Italian fascism employed during the empire. From 1935–1936, the vast scale of the Ethiopian campaign, as well as intensive colonisation programmes, gave new political visibility to the issue of safeguarding Italian settlers from the risks of the tropical climate. In this period, the problem of how Italians could adapt to overseas environments moved beyond the boundaries of scientific discussion to become a major concern of colonial (...) rule. Analysing both the medical literature and archival sources, this essay examines the concepts and practices that underpinned the fascist project for the “reclamation” of the empire: from the intensification of hygienic propaganda, to the redefinition of the medical-geographical boundaries of tropical risk, and to the expansion of social security benefits, which were extended to harms caused by tropical diseases. Finally, it investigates how the notion of acclimatisation was transformed within the context of the regime's imperial ideology, showing how the conception of the tropics as a pathogenic space remained widespread, fuelled by the regime's organicistic vision and its concerns for upholding the racial prestige of Italians in the colony.
